Article I

NAME:

This league will be known as the New Jersey Interscholastic Ice Hockey League, hereafter to be identified as the N.J.I.I.H.L. The Corporation name of the league is the New Jersey
Interscholastic Ice Hockey League.


OFFICERS: 

The officers of the league will be renewed annually and will consist of the following positions:

President
Executive Secretary
Treasurer
League Statistician

Additional position shall include the League Assignor.


EXECUTIVE COMMITTEE:

Shall consist of the President, Executive Secretary and Treasurer.
Duties shall include by not limited to hearing controversies and assisting with the enforcement of ethics and sportsmanship.


REALIGNMENT COMMITTEE: shall consist of one athletic director or their designee from the Gordon, McInnis, Kelly and McMullen Divisions and the President. This committee shall be appointed annually by the Executive Committee on a rotating basis.

Article II

OBJECTIVES:

The objectives of this league will be to provide opportunity for the better physical, mental and moral development of the students of the member schools. To accomplish this, the league will promote and further the interest in ice hockey and institute and regulate rules and awards which are within the scope of the N.J.I.I.H.L., including promoting sportsmanship at its highest level.

Article III

MEMBERSHIP:

Section 1: Membership in the league will be open to secondary schools in New Jersey that are current members of the New Jersey State Interscholastic Athletic Association.

Section 2: Application for membership must be received prior to April 1 prior to the year in which a team wishes to begin play. Final acceptance will be voted upon by member schools at the spring meeting.

1.Schools seeking membership in the N.J.I.I.H.L. shall make formal written application to the N.J.I.I.H.L. President.  

A letter of application from the Athletic Director cosigned by the Principal seeking entry must be submitted. In this letter of application, the Athletic Director and Principal must provide the following assurances relative to his/her school’s ice hockey team/program:

a.The team is school sponsored (i.e. sanctioned by the local Board of Education or Board of Trustees and is a member of the N.J.S.I.A.A.
b.The school and the teams will abide by all N.J.S.I.A.A and N.J.I.I.H.L constitution, by laws, rules, regulations, polices etc.;
c.Adequate funding for the team is in place and/or guaranteed to ensure the team’s ability to fulfill its commitments to the N.J.I.I.H.L including adequate ice rink time is in place and/or guaranteed to ensure the school’s ability to host home games at times of day acceptable to the N.J.I.I.H.L.
d. Security – all host schools are required to supply staffing to ensure a safe site environment
e. All member schools must supply the name and address of their home rink and if  
  applicable, submit their applications for a coop program by March 1st.


2.Upon receipt of the necessary documentation and information, the President shall place the schools that have applied on the spring meeting agenda for discussion and a vote on possible acceptance into the league. If accepted, the realignment committee shall convene to determine recommended placement.

A school may be admitted by a simple majority vote of the membership at the spring meeting.


Section 3: New members of the league gain all privileges of membership upon acceptance into the league.

Section 4: Members must abide by the Constitution and the bylaws of the National Federation of High Schools, the N.J.S.I.A.A. and the N.J.I.I.H.L. The rules and regulations as amended will apply to all league contests and these regulations will be reviewed each year.

Article IV

DUES:

Member schools will be assessed dues each year to finance the operation of the league in conducting business and purchasing awards. Dues must be paid by the fall meeting. The Treasurer will make the final recommendation to the membership as to the dues amount at the fall meeting for the upcoming year.

BYLAWS

Section 1: Official league home scorekeepers must fill out in triplicate, the score sheets for each game. One copy is given to the head coach of each team and the original shall be submitted to the League Statistician.

Section 2: Teams which have jerseys of only one color must contact their opponents before each game and make arrangements regarding uniform colors.

Section 3: The N.J.I.I.H.L follows the Ice Hockey Rules of the National Federation of State High School Associations except where they are modified by the N.J.S.I.A.A. or the N.J.I.I.H.L.

Section 4: League members must follow N.J.S.I.A.A. rules concerning the disqualified player and coach.

Section 5: All officials for league games will be assigned by the league assignor. The only exception will be for three southern NJ schools (St. Augustine, Bishop Eustace, Gloucester Catholic) that will have a southern NJ assignor complete that task.

Section 6: A league game must be played with at least two officials. In the event one official is injured during the game, the game must be stopped and rescheduled from that point on.

Section 7: It is the responsibility of the rink managers and the home school Director of Athletics and administration to provide proper crowd control.

Section 8: The length of intermissions between periods of a game will be determined by the officials of the game or by rink management. Intermissions will be at least five minutes and not more than fifteen minutes in length. Additionally, it is recommended that at least one ice cut take place during either after the first or second period.

Section 9: League game officials will be paid at a rate to be determined by the N.J.I.I.H.L. general membership.

Section 10: In the event a member school does not have enough players to field a varsity program for the upcoming season, that school must make that declaration at the fall meeting to ensure opponents have enough time to schedule replacement games.

PLAYOFFS

Section 11: Rules for breaking ties in the standings for determining playoff teams and divisional championship for realignment purposes:

If two or more teams finish the regular season play with the same number of points (two for a win; one for a tie), the tie or ties will be broken according to the following:
a.The team with the most divisional wins will finish higher in the standings.
b.If the teams won the same number of divisional games, then the team with the best record against each other will finish higher in the standings. 
c.If the regular season divisional record between the two was even, then the team which allowed the fewest goals to the other in regular season play will finish higher in the standings.
d.If the teams allowed the same number of goals in head-to-head competition, then a flip of  
the coin will determine the higher team in the standings.
e.Cutoff Dates: The cutoff date for seeding purposes will be established by the Executive Committee and given to the membership at the February meeting. The league scheduler shall schedule all league games to be played by the date that is established.


Section 11: Rules for breaking ties in playoff games:

1.N.J.S.I.A.A. format shall be followed.

2.A maximum of eight teams shall make the cup playoffs, per division, which includes only those with the best records. EXCEPTION: all five National teams from the Gordon Division shall qualify and the top three with the best records from the Gordon American.

If the championship game is still tied after this time, co-champions will be declared.

Section 12: N.J.I.I.H.L All Star and MVP Selection System

Stage One:

1.The selection of all league teams and MVP honors shall be done by the coaches at the cup seeding meeting for the McInnis, Kelly and McMullen divisions.

a.Coaches may nominate anyone whom they feel deserves All Star recognition.
b.The nomination must include full name, team name, position and jersey number of the nominated player.
c.Coaches shall use only divisional stats when making selections.

Stage Two:

1.The Gordon division, due to the geographical locations of member schools, shall appoint a divisional coach to conduct a post season meeting electronically to select all league teams. 

Only divisional stats shall be used in the selection process.

2.Each school may vote for six players: three forwards, two defensemen and one goal tender, one whom may be designated as the M.V.P. A coach may not vote for a player on his own team. A first and second all-league team will be selected for each division and a Most Valuable Player will be selected for each division. Each school will also be permitted to name two honorable mention selections. Additionally, there shall be no ties in the selection process. 

3.The MVP of the division shall not be a member of the 1st / 2nd/ HM teams and if there is a tie in the selection process, the award shall go to the upperclassmen.

Stage Three:

The President will send press releases to all designated newspapers regarding the all-league teams and the Most Valuable Player Awards.

1.The President of the league will make certain that all trophies, plaques, certificates and awards are properly inscribed and prepared for presentation to all league recipients.

Team plaques shall be awarded to divisional champions. If two or more teams are tied after completion of the regular season and after utilizing the procedure described in
Section 10 for breaking ties, co-champions will be declared.

Section 13: The playoff system is to be reviewed at the spring meeting: the playoff system for the next season is to be determined at that time.

Section 14: Annual Realignment:

Gordon Conference

1.After completion of the season each year, the first-place team in the National Division will move up to the American Division and the last place team in the American Division down to the National Division.

2.If and only if the two teams involved in the aforementioned movement both desire to decline movement for the upcoming season, they can make an appeal at the spring meeting to a Gordon Conference committee, consisting of the N.J.I.I.H.L. President and one representative (Hockey Coach or Athletic Director) from each member school of the Gordon Conference. The committee shall weigh all relevant and available information to determine whether movement or non-movement benefits the entire conference. The decision of the committee will be final and binding.

3.All applications for entry/removal to or from the Gordon Conference must be submitted in writing to the N.J.I.I.H.L. President prior to April 1st each year. Requests submitted after April 1st will not be considered.

4.All league games will be factored into final standings and the tie breaker system (Section 10) will apply if two teams have same amount of points.

McInnis, Kelly, McMullen Divisions

1.These three divisions will be grouped according to the competitive level of their programs with the McInnis being the most competitive and the McMullen the least.
2.After that time and in each of the successive seasons, the last place team in the McInnis shall move down to the Kelly with the first place team in the Kelly moving up to the McInnis. Additionally, the first place team in the McMullen shall move up to the Kelly with the last place team in the Kelly moving down to the McMullen.
3.In the event that any of these teams wish to remain where they are for the upcoming season and not change divisions, that request must be given to the league president, in writing, prior to the realignment committee meeting for consideration.

Section 15:

All divisional leagues games must be played by the cutoff date established by the N.J.I.I.H.L. Additionally, the N.J.I.I.H.L. encourages all member school to make every effort to play crossover games. Only if there are extenuating circumstances that will prevent these games from being played, they can be cancelled however, mutual consent not to play this game must be in place with both schools.

Section 16:

The league shall select one school from each division as the recipient of the “Good Sportsmanship Award”. This selection shall be made by the coaches. Each divisional coach shall vote for one school as their selection and no coach would be allowed to vote for their own school. 

In the event of a tie, the team with the fewest DQ’s for the season shall be the winner. If these are the same then the team with the fewest total penalty minutes for divisional games shall be declared the winner.
